Acceleration pace science technology development recent decades requires a change approaches implementation state innovation policy. developed countries, more than 80% economic growth provided innovative sectors. The progressive also conditioned scientific technological achievements through their approbation production. Agriculture capable expanded reproduction basis only case assistance state. should be not from Ministry but interdepartmental coordination subsidies. total agriculture significant financial investments producer solve problems terms infrastructure, communications, engineering logistics issues.
